REGISTER WITH THE IFFL's REFEREE ASSOCIATION
To enter your data in the IFFL Season
2003 Referees' Mailing List, we need to know your home tel. number, especially
the portable phone number for emergencies, and the place where you live. A JPEG
pic + the curriculum vitae of the fully dressed referee may be useful for
display in our web site.
If you possess a national/prefectural
referees' association license (referees' badge), then you can use it. If you do
not possess one, then we can issue you one (IFFL's Referee Association badge,
shown above [free of charge]), at the end of strict training and supervision by
the IFFL Administration, as a proof of your qualification when officiating
any IFFL's soccer matches. With more than 300 official matches in IFFL's events
in Season 2003 (11x11 plus 5x5 soccer, and a new Ladies League plus a Masters
League), the refereeing
situation becomes crucial and requires a rational appointment/training of IFFL's
referees.
Each IFFL's referee must be equipped with
his own uniform plus a pair of flags, and he must also send a report of the
matches he officiates on the day following his appointment. Yellow/red cards,
name and shirt's number of the players who receive the yellow/red cards, report
for disciplinary measures (appropriateness of presentation of team's members -
uniforms, verbal/physical abuse vs referee, ARs, officials, etc. must be
mentioned.

RULES FOR MATCHES
IN IFFL
If both playing teams' managers
choose to use their players as assistant-referees, they can do so, provided
that the said ARs are fair and know the basic rules of
Assistance-Refereeing. If they want neutral (refunded) ARs, please contact
IFFL. ARs will not wear the same color of shirts as used by both teams
during the match. The other players in reserve will stand at least 1,50 m
from the side-line of the pitch, without wearing the shirt used for the
match by both teams. ARs taken among players are deemed participating
players and may receive warning, yellow/red cards by the Main Referee.
- Suspended player(s) will not participate in the
match. The use of suspended (or non-authorized) player(s) in IFFL will
result in the immediate expulsion of the concerned team from the
championship. At the request by the Main Referee (when starting the match)
whether the suspended player(s) is (are) not participating, the concerned
Manager will reply to confirm. Suspended player(s) can appear in the
premises of the ground, but still remain under disciplinary restrictions. In
case of any intervention by suspended player(s) during the match for which
he (they) is (are) suspended, he (they) will be placed under renewed
judgment by the IFFL Disciplinary Committee 2002.
- The match will have two halves of 45 minutes (or
40 minutes as decided by both teams), and 5 minute-break.
- Teams are requested to be dressed correctly, each
player with his respective numbering on the shirt. A player without
numbering identification will not be allowed in the match.
- All teams' players are requested to be 45 minutes
ready at the pitch in advance with respect to the kick-off time.
- IFFL's Main Referees are appointed by the IFFL
Administration, based on the agreement by both teams.
In case of disagreement, the Main Referee will be
appointed by the IFFL Administration without claim.
- The Rule of Free Change applies. At the
request by a captain or coach, the Main Referee will blow the whistle once to
interrupt temporarily the match. The change is made, then the Main Referee will
blow the whistle another time to proceed with the match. IFFL's official matches
will not consider "time loss". Each team is allowed to change as many players as
wished for a maximum of 16 players (including the goal-keeper). It is
recommended to limit each change to a max. number of 2 players in order to avoid
confusion with the Main Referee.

IFFL 競技規則両競技チームの代表者が選手を副審判として使用することは可能です。但し、その副審判が公正であり、競技規則を基本的に理解していることを前提とします。中立の副審判（有償）を希望する場合は IFFLと連絡を取って下さい。競技中、副審判は両チームのシャツと同色のシャツは着用しないで下さい。サブの選手はタッチラインから1.5メートル以内には入らないで下さい。また、競技中の両チームと同色のシャツの着用は避けてください。選手の中から選ばれた副審判は出場選手として見なされ、主審判によってイエローカードやレッドカードの警告を受ける事もあります。−出場停止中の選手は試合に参加することができません。 IFFLの試合中に出場停止中の選手（または認められていない選手）を使用した場合、そのチームは大会から即刻除名される事になります。主審判から出場停止中の選手が参加していないか確認を要請された際（試合開始時）は、代表者が確認の上、報告して下さい。出場停止中の選手は試合会場に来ることはできますが罰則規定の制限に従うことになります。出場停止中の選手が出場停止となっている試合中に介入した場合、その選手はIFFL2002規律委員会が再び下す判定に従わなければなりません。−競技は前後半各45分ずつ（両チームの同意によっては40分ずつ）と5分のハーフタイムによって構成されます。 −チームは、選手が各自の背番号をシャツに付け、正しい服装で競技をしなければなりません。背番号の確認のできない選手は競技に参加することができません。 −チームの全ての選手は試合開始の45分前までに準備をして下さい。 −IFFLの主審判は、両チームの同意に基づきIFFL管理責任者によって任命されます。同意のない場合は、主審判はIFFL運営部の判断によって任命されます。 −競技はフリーチェンジルールで行われます。キャプテンまたは代表者によって選手交代の要請があった場合は、主審判は一度笛を吹き一時的に試合を中断します。選手交代が済むと主審判はもう一度笛を吹き試合は続行されます。IFFLの公式試合ではロスタイムは考慮されません。各チームは最大16人（ゴールキーパーを含む）を何人でも交代させることができます。主審判の混乱を避ける為、1度に交代する選手の人数は最大2人まででお願いします。 |

IFFL NEW RECRUITS IN SEASON 2007 & 2008
Ref Katsushi Mori (L) is a recent recruit in the IFFL refereeing Body. Gianfranco Ambrosi (C -from the Italian Referee's Association - far R, newly recruited ref in IFFL officiated the game in 2nd D between Aztec Empire FC and Hackers FC, on Sun. June 10. Aaron Balogh (R -from New Zealand) debuted officiating GAD vs SCO on Sun. Jan. 20, 2008.
IFFL REFEREES OF THE YEAR 2005 - Mr. TOM BEHRENS
Daniel Kwesi Agbetiame (left), a young 2nd Class-referee from Ghana, is the last recruit in IFFL. He came to Japan to study at the Tokyo University of Agriculture and Technology under a one-year scholarship from the Japanese Government. He has been assigned several important matches in the 1st D IFFL as well as 2nd and 3rd D. He has been introduced recently at the IFFL Yearly Meeting of Managers and Sponsors. Tom Behrens (right) from the USA, has received from Ernest Van (IFFL General Secretary) the Award of the Best Referee of the Year 05, for his capacity and reliability in Season 2005.

FOUR RECENT RECRUITS IN IFFL SEASON 2004
The IFFL Refereeing Body is glad to announce the recruitment of four new IFFL-instructed referees, Mr. Joff Bradley, Mr. Yoshihisa Takizaki, Mr. Yoshinori Okada, and Mr. Koji Tsuchikura (left to right). Referee Bradley's first official match in the 1st Division has gathered only praises for his knowledge of the game and capacity to control it. We wish him a good success in IFFL 2004. Referee Takizaki, 21 yo, will be in charge of the 3rd Div. IFFL. We received a proposal to operate as a referee in IFFL by Mr. Brian Gallagher, who received the Attendance Certificate, Coach Education Course, from The Scottish Football Association. We welcome him and will soon appoint him in some matches in 2nd and 3rd Div. IFFL, following a supervision by the IFFL's Refereeing Officials.

ASSISTANT-REFEREEING
COMPULSORY IN SEASON 2004
To All IFFL's Managers
Last Sunday August 3, we tested a new system of Assistant-Refereeing for the two
events as mentioned:
* OIFUTO DAINI (artificial): 5.50 pm - 7.20 pm Tokyo Lions FC vs Kanto Celts

All four players who acted as ARs were provided with knowledge for assisting and
licences issued by the Tokyo Referee Association.
This was the
first time in IFFL that we proceeded with using ARs (Assistants Referees) from
teams engaged in a two-fixture event while refunding them.
Each AR has been appointed by the IFFL Administration and has been paid a
refund of 2,000 yen.
The fee for match paid by each team was 10,500 yen + 2,000 yen = 12,500 yen.
The fee for match paid by each team was
10,500 yen + 2,000 yen = 12,500 yen (in other venues the 2,000 Yen refund is
added to the cost of the match specified by the IFFL Administration for that venue), with max. 16 players allowed per match/per team,
teams can gather a
total of 16,000 yen (minimum in this case, while in some other teams players pay 1,500
yen/participant => Total 24,000 yen to the Team's Management, 24,000 yen -
12,500 yen = max. 11,500 yen of income to the Club). Therefore the use of
independent ARs does not affect the budget of teams in each match, is necessary
from now on and will be applied in Season 2004,
whenever applicable.
What are the
results of this first test?
- The problem of using inexperienced and biased players as ARs, and
resulting claim by damaged team(s) are thus eliminated.
- Players in each team will concentrate in just playing, and will not lose
energy for their performance (avoiding rain, cold or heat plus potential verbal
offenses from players, with possible brawl and penalization to the player acting
as AR). In certain cases from the beginning of Season 2003, some
teams appeared with 11 players only and some with less than that, which caused
much trouble to the Main Refereeing.
- The continuous change of ARs and foot-dragging during change as performed previously that causes disruption
to the course of the match is eliminated.
- Appointed ARs will be able to check any change (free-change rule) to be limited
in batches of 2 players at each change.
- The overall effect of the Referee-Assisting will be positive for the outcome
of each IFFL match and a better officiating and sports justice will be ensured.
- Players provided with license who will operate as ARs will have the
opportunity to learn from their new experience in IFFL. The number of matches
officiated will be counted in their refereeing logs, that will help them being
promoted to an upper class in the Referees' category.
- One special page will be added in the Official IFFL Website dealing with
Assistant-refereeinf specific to our association.
How the IFFL Administration will implement this new refereeing system?
The ARs are volunteers and are refunded. Each time the IFFL Administration
organizes two consecutive matches, the ARs for the 1st match will be provided by
the teams that play in the 2nd match, while the teams playing in the 2nd match
will be assisted by the ARs from the 1st match.
As a general principle, the Ground Owner (teams - recipients - that
are indicated first [ex. Team ABC vs Team DEF, ABC = Ground Owner, DEF = Guest]
will provide the ARs. But the IFFL Administration will reserve for itself the
right to appoint, even from the Guest, according to our evaluation of the
situation.
In Season 2004, this new system will be compulsory and teams refusing
to abide by the rules will be penalized (financially).
When there is only one match: We may use ARs from both teams, as before,
but in this case, we may also use independent qualified ARs from other sources
or IFFL Teams, while negotiating for a just refunding, all this at the
discretion of the IFFL Administration and with the financial contribution by
participating teams.
Therefore, dear Managers, take note of the above-mentioned statement and prepare
yourselves for the new Season 2004, in case your team want to participate.

AMATEUR SOCCER REFEREES/PLAYERS ASSOCIATION (JASRA/JASPA) -

JASPA/JASRA has been established in 1997 as a section of IFFL's organization for the promotion of soccer events, activities related to soccer, and divulgation of amateur soccer in Japan. This section allows Japanese and foreign players/referees to participate in IFFL amateur soccer events, forum, cultural and recreational activities related to soccer through the IFFL's organization. If you are interested in organizing soccer events with an international character, please contact IFFL. - Japanese and foreign players living in Japan can open forum/seminars organized by IFFL and dedicated to certain subjects pertinent to the Japanese amateur soccer world, on the technical point of view. - Japanese players and referees can find contact with other players/referees in the world with the help of IFFL's World Network (under preparation) through the Internet. - JASRA/JASPA can plan trips to Beijing, and other sites in North and South Asia, as well as in Western Europe, to compete with local amateur teams, with the participation of Japanese/foreign amateur clubs. - JASRA/JASPA proposes to open a forum for debates on the Japanese referees/players' condition, with the hope to contribute in the improvement of the soccer environment in Tokyo and its neighboring areas. - JASRA/JASPA offers to Japanese/foreign referees residents in Tokyo, Yokohama, Chiba, Saitama, and surrounding areas, the possibility to officiate our events (5x5, 6x6, 11x11 soccer for adults [men & women teams, as well as children teams] while enjoying a refund, for a max. number of approximately 300 matches/year including friendly matches. This opportunity of officiating our events allows the local referees to have contact with an international amateur soccer environment. |

JASPA/JASRA se ha establecido en 1997 como sección de la organización de IFFL para la promoción de los eventos y actividades relacionadas con el fútbol, y para el fomento del fútbol (11 y 5 por lados) para los aficionados en Japón. Esta sección permite que los jugadores y los árbitros japoneses y extranjeros participen en eventos de fútbol de la IFFL, en sus foros, en sus actividades culturales y recreacionales relacionadas con el fútbol a través de la organización de IFFL, construyendo así un puente entre los jugadores/árbitros locales y extranjeros.
