    For more than 20 years the IFFL (International Friendship Football League) has been carrying on its fundamental purpose, namely to bring closer the various communities of Japanese and foreign soccer fans and their friends, in Japan as well as abroad. The Japanese soccer environment has enjoyed an improvement in the quality of game in the national as well as in the amateur leagues. The active participation of professional foreign players in the J-League has brought a greater public interest in professional soccer games and the Japanese national team and Youth Selections have achieved some reasonable results. The awareness of soccer as a major sport of social and economical impact has increased with the co-hosting of World Cup 2002 by South Korea and Japan, two strong arch-rivals in the East Asian soccer scenery, and soccer fans in Tokyo and surrounding areas will welcome this prestigious event in two years. In spite of many difficult social and economic constraints, the Japanese and foreign soccer fans have done their utmost to organize their clubs and matches in which they are regularly involved. The IFFL's First Division whose Grand Champion's Trophy is sponsored by The Japan Times has reached its 20th edition in 1999 (with more than 35 participating clubs), while the 21th edition of the same championship is sponsored by Tokyo Journal. Our "knock-out" (direct elimination) tournament (20th edition) has a new sponsor World Motors, with former sponsors as Tokyo Weekender and ITJ [0041]. An IFFL's Second Division sponsored by IFFL with 10 teams was established in 1998. In Season 2000, IFFL-Japan features a 1st Division with 8 teams (to be enlarged in 2001 with 10 clubs, sponsored by Tokyo Journal), a 2nd Division (with 2 leagues - West & East, with 10 teams in each league, sponsored by IFFL), and a 3rd Division (with 10 clubs, sponsored by Sports World), for a total of 38 clubs. IFFL is also enlarging its frontiers and a successful sister-league, the IFFC (International Friendship Football Club)/China League and the IFFL/Cup, thanks to the efforts of our colleagues in Beijing and their sponsors, started four years ago. We would like to see realized a weekend trip by Tokyo players to Beijing to compete in the proposed Beijing/Tokyo Soccer Challenge Cup. The 7th IFFL's Charity Mini-Soccer Tournament (5x5) sponsored by the German School Tokyo/Yokohama (DSTY) allowed us to help raise funds for refugees, and this soccer event started in 1992. Fifty-two adults and children teams participated in December '98 in that event. In the 8th Edition of the same cup (IFFL New Year Cup, sponsored by IFFL) a 100.000 yen-fund has been collected for the UNHCR (United Nations High Commissioner for Refugees). Regarding the indoor social and recreative activities, we started three years ago the IFFL/Aux Bacchanales Fussball [Table Football], with regularly 24 teams (2 players/team) participating. Spreading information related to foreign and Japanese soccer leagues and tournaments, IFFL started this website, allowing also a forum with the establishment of the JAPANESE/FOREIGN AMATEUR SOCCER REFEREES/PLAYERS ASSOCIATION (JASRA - JASPA) for debates [refer to FORUM], with the hope to contribute to the improvement of the soccer environment in Tokyo and neighbouring areas. We believe that "Friendship" allows us to understand and appreciate other cultures and customs, which represents some contribution toward achieving a more tolerant and peaceful world.     Please give your consideration to the following points:
    1. A team-member of IFFL's league must be well organized and possess a sufficient number of players to handle all the matches of its league during the year, starting from January and ending in December.
    2. Teams-members are requested to make efforts to provide grounds for their games. They will inform IFFL through e-mail and in due time about the availability of their grounds and send the list of grounds provided by them, in order to coordinate the schedule of all leagues. Please try to reserve grounds for 4 hours at a time, so as to organize two consecutive games and share refereeing service.
    3. They must agree with their opponents about the Main Referee (his refund would be minimum 6,000 yen or 3,000 yen/team). All referees must be IFFL-qualified referees or referees with a license (issued by the Japanese/Foreign Associations). Assistant Referees can be presented by both teams and be selected among reserved players. They can participate in the game.
    4. Fees for ground must be shared equally by both teams. Additional fees are to be refunded to Ground Owners or organizations which secure the use of pitches.
    5. Teams must appear at the ground one (1) hour in advance, prior to Kick-Off.
    6. Results of games must be sent to
    iffl@tkg.att.ne.jp by both teams' managers on the following day.
    7. Teams-members of IFFL's league must send their application form at the beginning of the championship, giving the correct data (shirt's color, e-mail, telephone No., fax, address, etc.) to be input in the yearly brochure.
    8. Every year, an Awarding Ceremony will be held to distribute the awards with the presence of our sponsors. All teams must do their best to complete their preliminary games before End of December.
    9. A Yearly Meeting is held every November to discuss about matters regarding the championship and any problems related to the organization of matches, discipline, etc.
    10. Disciplinary measures for individuals or teams are taken and implemented according to the IFFL's Regulations by the IFFL's Judicial Committee. Decisions by the IFFL's Judicial Committee are taken with respect to the IFFL's Regulations, Sports Justice, and fair-play among all teams-members, and must be implemented by the teams' managers.
    11. It is strictly forbidden for IFFL's members (teams or individuals) to enter in direct contact with our sponsors for any claim whatsoever. Disciplinary or technical claims must be submitted to the IFFL's Judicial Committee. Infraction to this rule will cause the immediate expulsion of the concerned party from IFFL's membership.
