New Rules in 11x11 League 2010:
As we already mentioned last year, teams that request a slot MUST use it for official game, and in case of non-official game, then for friendly game, and if no friendly, then for internal use.
Any withdrawal will cause a penalty of 7,500 yen (same for Dopolavoro 7x7 League).
We cannot accept any further abuse of grounds that have been reserved.

 

Dear Managers participating in the IFFL CHusen Pool
We changed our system in the IFFL Chusen Pool from October 2009, because there were too many abuses in this year by teams which barely helped us in securing the grounds, reserved them, then on the last moment withdrew, letting us the volunteers with only trouble with the Ground's Administration (OI, Shigaku, Soka, etc.).
We will give slots only to teams that pledge to:
- Use it for official matches
- In case of no official match, then friendly game with the team that follows in the same line of the slot (time priority in reserving)
-  Last, in case of no proposal for official or friendly match, then the team that reserves the slot must use it for internal use (training, eventually with the help of IFFL Adm. in bringing independent players ready to play...under the IFFL Rules).
Only in case of rain, typhoon, etc. then we will cancel the use of the ground with the consent of the Ground Adm.

BULLETIN REGARDING THE CONDITIONS OF USE OF GROUNDS RESERVED BY IFFL VOLUNTEERS

Tokyo, September 18, 2008

Dear Managers IFFL (All leagues + Masters + 7x7 League)

We would like to recall you again (like we did in the past frequently).
There are volunteers in IFFL who reserve the soccer ground for the majority of managers in each league.
These people are in the IFFL Chusen Pool (volunteers, such as BGT/GGT Miura-san (Nogakubu), ANW/RNW Sato-san (Soka), Tanaka-san (Fuchu-no-mori), Haruna-san (Mitsubishi Ground), and myself Van - Oi/Shigaku/DAINI + All managers appearing at the Chusen in OI) who reserve soccer grounds for the majority. They take serious responsibility for the grounds they reserve.
Recently, we notice that certain managers forget that a slot is reserved to a team when its abbreviation is displayed on the same line of a slot in SCHEDULE.
The team that reserves a slot MUST use the said slot in case of no official match.
If two teams' abbreviation is displayed, and for instance, they already have played, or they are in different league, etc.), then we must arrange a game among them so that the slot is used by the said teams. (friendly games, internal training, or even game with non-IFFL teams, if possible, etc.)
We already repeated many times this condition. If we do not respect this rule, then volunteers who reserve grounds for us (and who make great effort) will stop to reserve them, which means we must compel IFFL managers to arrange by themselves their own grounds. Then you would understand the difficulty in reserving grounds, and you would regret not to cooperate.
Also you must do your best to use all the grounds that are reserved by these volunteers.
Please understand this situation and cooperate.

MESSAGE FROM THE IFFL ADMINISTRATION (dated Jan. 2004) CONCERNING THE USE OF OI DAINI (Artificial)
Dear Managers,
We would like you to give your attention to the situation of the OI Sports Center.
Recently there have been several cancellations with the OI Sports Center. That is not good for us all...because IFFL has a good image with them, and we should keep a good relation with the Oi Sports Center.
When we cancel a pitch in Oi Daiichi or Daini....we get penalized, and the Oi Sports Center loses income...They do not like it.....This is a matter of business for them.
Therefore please understand that when the IFFL Chusen Pool reserves for us the slots in Daini, the distribution is as follows:
OI Sports Administration in Daini
slots are:
9-12 noon Slot
1-5 pm Slot
6-9 pm Slot

When we get the whole day, we always try to give an opportunity to
two more pairs of teams in IFFL to play. That is why we rearrange the scheduling and coordinate strictly with just 5 minutes of interval between one match to another.
If we cannot get the whole day, then be careful...If you get a slot, and we cannot find another pairs to share the expenses, then the CMT (Cost per Match per Team) would increase as follows
9-12 noon -> 15,000 yen/team. 3 hours for use
1-5 pm - > 18,000 yen/team. 4 hours for use (
6-9 pm -> 16,500 yen/team (or more according to refereeing fee. 3 hours for use (and the light is included)

NOTICE REGARDING THE ON-LINE BIDDING FOR POOL'S SLOTS

Regarding reservation of IFFL Chusen Pool's venue (venues with mention "IFFL Chusen Pool" in SCHEDULE
I would like you to understand that when you request to reserve a pitch for your team, we always add on the same line and immediately as we receive your request in red through-email, the indication team "
ABC FC OK to play".
If there are several teams eager to play, then the priority is given to the first mentioned team(s).
If two teams belong to the same league are OK and have not played, then we can arrange an official match.
If two teams do not belong to the same league or division want to play, and we cannot find an official match, then both teams are obliged to play a friendly match, because we cannot cancel a venue in Oi Daiichi & Daini (or in any other place).
We cannot accept the followings: Case of Nishikase Reds (Sasaki-san) which always says: "We want official matches only". If you have reserved a pitch, and you become a recipient, then you are fully responsible for the use of that pitch. If you are the only one, then you must use the pitch for your training. But we can always help you finding an opposition for a friendly/training match in IFFL, if you give me enough time to do so.

Team's managements that request to insert their team's name into the DARK BLUE FRAME IN SCHEDULE are making a firm engagement. This means that if they withdrew, then a fine of 3,000 yen will be levied from them. Please take care about this matter!
I hope you all understand the responsibility of reserving a venue in IFFL Chusen Pool and you cannot fail in your responsibility to use a pitch reserved for your team.

 

IFFL CHUSEN POOL (data valid for Season 2005. However JPN text to be revised. IFFL Administration Aug. 05)

Scope of the IFFL Chusen Pool
From Season 2005 all participant must be registered in the IFFL Chusen Pool. Only Stoneds FC and Scoregazm FC (1st D) still remain Non-IFFL CPool member.
All cards belong to the IFFL Chusen Pool and cannot be returned to the Members.
The IFFL Chusen Pool is handled by IFFL's volunteers/referees. It allows our members to share, swap, employ our Japanese/foreign licensed referees, (min. cost for refereeing: 3,000 yen/team) and use rationally a sufficient number of pitches to be secured. Our group of volunteers/referees will handle the "chusen" (balloting) in municipal/school/university soccer fields).
Venues other than Oi Sports Center can be considered. Therefore Non-IFFL CPool members which have an excess of pitches can insert them in our schedule, provided they accept our Rules.
All fixtures coordinated by our Pool will be charged for 10,500 yen/match/team (min.standard CMT that varies according to venues), to be paid in whole if the match is forfeited. This minimum cost for Oi Daiichi and Daini may vary with other venues. A cancellation fee of 1,500 yen/team is requested by the Pool in case of rain or any other reasons for cancellation. Teams recipients of our pitches must inform our Pool about their intention (sharing, swapping, etc.). Pitches reserved by the IFFL Chusen Pool must be used mainly for official matches. In case no alternative is available, a friendly match may be authorized.
The IFFL CP's schedule is updated every week.
Characteristics of the IFFL Chusen Pool
- Sharing pitches among members
- Sharing licensed referees
- Swapping pitches
- Increase the use of pitches for the benefit of all members (for instance Oi Daini from 9 am till 9 pm is normally used for 4 matches, but we are able to plan, coordinate and use it for 8 matches, giving more opportunity to more members to enjoy the use of our pitches.
- Give the opportunity to our registered licensed referees to operate and improve.
- To complete the schedule of official matches by the End of December 2002.
- Remove the obligation for club's managers to go to the "chusen" session every month.
- Search for new venues.
- Eliminate "piggy-backing" by teams lacking of seriousness, etc.

How to register
Send 11 copies in Fine Mode of players (or non players, ladies OK) to IFFL. In case you want to get 2 cards (max. per team) then send 22 copies. Add the home address of each player on the copy + home phone number, add the company name and phone number. The Pool will handle the registration of your card.

Rules to avoid miscommunication among Managers
All Managers must send the content/result of their transactions to the concerned members/teams of their league, while Cc:
iffl@tkg.att.ne.jp. To avoid any risk of miscommunication, they must countercheck the official fixtures in SCHEDULE at least one week in advance. They must also reply urgently to agree/disagree on any proposal for an official/friendly match. Any lack of reply for a proposal by a proposed party to a proposing Manager, will not bring responsibility on the party who proposes (recipient), but on the party who receives the proposal, in case of forgetfulness by the proposing manager to inform.

抽選プールの概要
IFFL抽選プールの会員登録費は10,000円(1枚・1シーズン)です。11月にチーム代表者によって開催されるIFFL年次会議の前の新シーズンのチーム登録時に支払ってください。
新しいピンク色のカード(大井第一、第二多目的競技場)がシーズン2001用に発行されます(2003年まで有効)。このカードによってプール会員は大井第一、第二多目的競技場を使用することができるようになります。このカードは2年毎に発行され、その都度色が変わります。そのため、2年毎に新しいカードを発行するために5000円を支払わなければなりません。IFFL抽選プールは1会員チームにつき2枚までです。

全てのカードはIFFL抽選プールとして管理される為、プール会員に返すことはできません。

IFFL抽選プールはIFFLの有志・審判によって運営されます。それによって、日本ないし外国のライセンスを有する審判を共用、交換、雇用することができます(審判費用は最低でも1チームにつき3000円はかかります)。また、十分な数のグラウンドを確保する為に合理的に使われます。IFFLの有志・審判団は自治体・学校・大学などのサッカー場の抽選を行います。抽選に参加した有志は抽選会毎に2000円の返済を受け取ることができます。IFFLのリーグに参加するチームは抽選カードを持っていなければなりません(IFFL抽選プールの抽選カードではなくても構いません)。このようにして全てのリーグ(1部、東西に分かれる2部、3部)を滞りなく完璧に運営することが出来るようになっております。
他の会場でも構いません。そのため、空きのグラウンドを持っている非会員チームは、そのグラウンドをIFFLの日程に書き入れることができます。ただし、IFFLの規則を受け入れることを前提とします。
IFFL
のプールによって企画された全ての大会は1チーム・1試合につき10500円かかります。没収試合となった場合にも全額を支払ってください。(IFFL抽選プールの会員ではない他のチームは、この額を対戦相手チームに請求することができます。ただし、その設備が適当であることを前提とします。)雨や他の理由によってキャンセルとなった場合は、キャンセル料として1チーム1500円がプールによって請求されます。IFFL抽選プールのグラウンドを使用するチームの方は必ずプールにその意図(共用、交換等)を連絡してください。IFFL抽選プールによって予約されたグラウンドは基本的には公式試合のために使われます。もし、代わりのグラウンドがない場合には練習試合が認められることもあります。

登録方法
選手(選手以外、女性の方も大丈夫です)の11枚の身分証明書(免許証など)のコピーを高画質モードでIFFLに送ってください。また、カード一枚につき5000円の登録費及び、カード処理費5000円を送ってください。2枚のカード(1チームの最大枚数)をご希望の場合には、22枚のコピーを送ってください。また、コピーには各選手の自宅住所、自宅電話番号、並びに会社名、電話番号を書き加えてください。プールがあなた様のカードの登録を行います。

代表者間での連絡ミスを避けるための規則
全ての代表者は取り決めの内容、結果をリーグ内の関係するメンバー及びチームに連絡しなければなりません。また、CCを経由して、iffl@tkg.att.ne.jp にも送信してください。連絡ミスの事態を避けるため、少なくとも1週間前に公式試合の日程を SCHEDULE にて必ず再確認してください。また、全ての公式試合・練習試合の申し込みに対する同意・不同意の返事は至急行ってください。申し込みを受けたチームの代表者がそれに対して返事をしなかった場合には、申し込みをしたチームの代表者が連絡を忘れたとしても、申し込みをしたチームではなく、申し込みを受けたチームの責任となります。
