It has been allowed for use and modification in 1994 on gracious terms by IFFL -
Tokyo/Japan to the IFFC (International Friendship Football Club - Beijing).
Legal
aspect of registration of individual players:
The team's managements are fully accountable for the registration of their
members playing in IFFL. This means that should a claim or legal suit occur, any
player registered by a team's management is fully accountable for his action(s)
jointly and severally with his team's management, before, during, and after an
IFFL match, within the premises of the event, and under the supervision of a
representative/referee dispatched by our Administration. The IFFL
Administration, its Sponsors, and Officials/Volunteers/Referees are not
accountable for cases of injuries, even fatal, suffered by registered players,
damage of property, etc. in which a team has been involved. This is clearly
indicated in the OATH and IFFL Rules 2008 as displayed in the official Web site.
We ensure a year-long registration of players until the end of the season so
that teams that are missing players, and mainly foreign teams (due to end of
their work assignment in Tokyo, for instance) may be able to compete with
additional recruits. To that end it is important to inform our IFFL
Administration in case of a new player's registration so that a document be
issued right in time, before kick-off, this allowing to avoid any case of claim
or dispute.

IFFL's Rules Season 2008 The IFFL's games shall be played and officiated under the Laws of the Game as published by FIFA. Certain modifications or introductions of IFFL's rules suitable to the requirements of players in IFFL are also applied. The following legal text and concept are the sole property of the International Friendship Football League - Japan, a section of ITA Co., Ltd, a Japanese corporate duly registered in Japan under the Japanese Laws since 1980. One IFFL Season starts: Each league will include a minimum of 10 teams and a maximum of 12 teams. Registration of newcomers is supervised before End of December of each season. The request for participation by a club may be rejected if the Conditions for Participation are not fulfilled by a requesting club. Any IFFL club that withdraws for one season, must start again from the lowest division (or the intermediate division at the discretion of the IFFL Administration) in case they request to reinstate in a new season. A fee for reinstatement will be required. The IFFL does not accept teams participating in more than two (2) different leagues per season. (Refer to Clause 2): A team can have its participation rejected at registration in case its involvement in the previous season were not up to the IFFL's standards or in case of poor scheduling of their official matches. The IFFL Administration reserves for itself the right to conceive the various rosters of the association, based on the promotion/demotion data at End of December. OATH - All participating team's managements as well as team's players shall abide by the provisions of the OATH and the Rules of the Game in IFFL. All Managers must bring a copy of the following Rules 2008 for consultation at any moment, a Match Sheet form to be filled, signed, and delivered to the Main Referee prior to the match. All fixtures (official/friendly) to be played among teams registered in IFFL Season 2008 and displayed in SCHEDULE shall be under the supervision by the referees appointed by the IFFL Administration. Payments of fixtures shall be based on the CMT (Cost per Match per Team) as mentioned by the IFFL Administration for each venue authorized by the IFFL Administration and displayed in IFFL CMT. An incentive of 3,000 yen shall be given to any team (IFFL Chusen Pool Member or Non-IFFL Chusen Pool Members) registered that brings a venue (per slot of 2, 3 or 4 hours) into IFFL. Addendum: The CMT (an IFFL concept) is calculated (or revised) taking into account the conditions for use or sharing, distance/allowance required by the IFFL Supervisor/Referee, administrative/coordination fees, etc. and is fixed for each venue allowed by the IFFL Administration for use by the participants. Managers are requested to take the IFFL's CMT into account prior to accepting the use of a venue. Any abuse of the IFFL data, individual or collective mailing list, or material related to the organization of IFFL shall be severely penalized and legal pursuit may be taken by the IFFL Administration for infringing our rules and damaging the interest of IFFL.
For any matters that do not appear in the present IFFL's Rules Season 2008, the IFFL Administration shall reserve for itself the right to introduce the relative resolution(s) following a consultation with the responsible IFFL officials.
Article 1 - Schedule of Matches, Pitch Conditions and Equipment
Clause 1. All friendly/official matches in IFFL must be played according to the program arranged by the IFFL Administration as displayed in SCHEDULE. Details for location of pitches, kick-off, various payments, appointment of Main Referees and Assistants-Referees (ARs) to be undertaken by the IFFL Administration will be sent out to teams' managers by e-mail and it is the responsibility of all managers to ensure that the schedule, and any amendments thereof, have been received. Participating clubs' managers must regularly check the Official IFFL Website, their in-boxes and to communicate with opposition managers several days before every match. A match that has not been displayed in SCHEDULE will not be registered as official match, the responsibility of the display in SCHEDULE falling on the management of the teams. Therefore team's managers must verify any arrangement in the said page well in advance and inform the IFFL Administration in case of any missing parts or errors.
Clause 2. All 11 official matches (in a league of 12 teams, for instance) must be completed by the End of December, last day, the teams' management being responsible for its club's schedule. The IFFL Administration is not responsible for teams' official match-scheduling or arrangement. A team can have its participation rejected at registration in case its involvement in the previous season were not up to the IFFL's standards or in case of poor scheduling of their official matches.
Clause 3. The IFFL's matches will normally be played on Saturdays, Sundays, and Japanese holidays, from 9 am till 9 pm, using day-light as well as artificial lighting.
Clause 4. IFFL's matches may be scheduled on artificial, dirt or grass pitches, using prefectural, private or school/university grounds. The equipment of the pitches must provide nets for goal-mouths, flags for corners, white chalk line tracers, benches and seat for officials and referees, etc. No trees, branches or other objects shall obstruct the regular movement of the ball within the game surface or cause a risk of danger to players. The size of pitches must be within the regular size as prescribed by the IFFL Administration (length 90 x width 45 meters). Pitches using also mounds for baseball must be given notice of to all participants and the IFFL Administration. A pitch with a permanent baseball mound may be rejected by the IFFL Administration. All pitches must be opened to the free use by any team registered in IFFL, through balloting or normal reservation. A soccer ground administration which refuses the use to one or all IFFL participants for no valid reasons, while limiting it to a certain number of participants, shall not be allowed to rent their premises to IFFL's members or to the IFFL Administration.
Article 2 - Duration of Matches
Clause 5. The playing time is 40~45 minutes each way (as agreed by both teams before kick-off) with 5 minute-break. Teams must appear 1 hour in advance with respect to the kick-off time, and prepare their match documentation and players' ID Cards to be counterchecked by the Main Referee and ARs. A delay of 15 minutes with respect to the kick-off time as displayed in SCHEDULE will result in the loss of 3-0 by the defaulting team minus the 1 pt bonus and as reported by the Main Referee, and a fine will be imposed as specified in the Table of Fines and Penalties Season 2008 (shown in each league's page). Kick-off time as displayed in SCHEDULE may be changed on the spot through mutual consent by both teams, provided that the remaining period of time allows the normal completion of two halves of 40~45 minutes as agreed upon before kick-off.
Clause 6. All matches in the Leagues 1st Div., 2nd Div., 3rd Div. and Masters League will be played with no extra time or PK shooting. The IFFL/World Motors Cup's preliminary matches including the Semi-Finals and Final will be played with no extra time and only PK shooting FIFA style (5 players/team) will be held to decide the match if necessary.
Article 3 - Teams provided with Own Pitches
Clause 7. Teams that have their own pitches for the season may normally play part of their games (50/50) on their own ground, provided that an equal number of pitches used by them is offered to the League for use by other participants from any division. An incentive of 3,000 yen is granted to them for each match, thus reducing their cost per match (min. 10,500 yen/max. 15,000 yen - or more). They will do their best to reserve for each of their official match a minimum of 3 hours in order to ensure two matches being played consecutively and the implementation of neutral refunded assistant-refereeing.
Article 4 - Postponement of Matches
Clause 8. Teams cannot postpone matches already CONFIRMED without a prior authorization by the IFFL Administration. A request to postpone a match must be sent to the IFFL Administration by e-mail at least 10 days before the scheduled date of the game, clearly stating the reasons why the match has to be postponed. Any cancellation of a confirmed match will result in the penalization of 10,500 yen minimum (with a maximum reaching the cost of rental of the field and any loss of refunding of the Main Referee and ARs) by the defaulting team if the request for cancellation is made at less than 10 days and of 3,000 yen if the said request is made at more than 10 days. The defaulting team will be suspended in proceeding in the championship until their settlement of fine has been made to the IFFL Bank Account. In any case a CONFIRMED event will result in a forfeiture with a loss by 3-0 for the defaulting team and removal of 1pt bonus.
Clause 9. The IFFL Administration will rearrange the venue thus released in cooperation with the team that suffers the cancellation so as to provide it with an official match, or a friendly match if no official match will be available. In any case the pitch must be used by the teams that suffers the cancellation by the opponents.
Article 5 - Non-appearance of Team
Clause 10. Failure to have at least seven (7) players ready to start the match at the scheduled time shall be deemed as forfeit with a loss by a score of 0-3 and removal of 1pt bonus. The offending team will pay immediately the full amount as specified for the said match and venue. Failing to settle the fine, the offending team will be suspended in proceeding with the championship.
Article 6 - Abandoned Games
Clause 11. If a game already arranged and CONFIRMED (as displayed in SCHEDULE) is abandoned for any reason (weather conditions, typhoon, etc.), both teams must send an e-mail to the IFFL Administration within 1 day. However, if a game is abandoned by a team and is deemed as an act of indiscipline (refusal to play during a match, collective abandonment of the match, etc.) by the IFFL Administration, the defaulting team will be submitted to the judgment of the IFFL Judicial Committee, penalized and fined. Once the fine has been settled, then the offending team will be allowed to proceed in the championship.
Article 7 - Bad Weather
Clause 12. If due to bad weather there is doubt as to whether a match can be played, both teams must check with the Ground's Administration (example Oi Sports Center), the Ground's Owner (team that reserves the pitch and mentioned first on each fixture's line in SCHEDULE), and the IFFL Administration to see if the ground to be used is officially closed or impracticable. To that end, team's managers must request from the Ground Owner or the IFFL Administration the various contact data (manager's home/ground administration phone number, captain's portable phone No.) at least two days in advance.
Clause 13. If the ground is not closed by the Ground Administration, then both teams must go to the pitch and the provision in Article 5 - Clause 10 "Non-Appearance of Team" will apply if a team fails to have the minimum number of (7) players present. Addendum: Cancellation of use of pitches are depending on the following two measures:

Article 8 - Non-appearance of Match Main Referee
Clause 14. If for any reason the Main Referee appointed by the IFFL Administration does not turn up for the game for unknown reason or for delay, the Ground Owner will provided one Main Referee and the Guest will apoint two ARs among those appointed by the team's management (4 ARs/team, licensed or not, but possessing a reasonable knowledge of the Rules of Game as defined by the IFFL Administration). However both teams must agree to this arrangement. Failure to play the game may result in the IFFL Administration ordering a rescheduling of the game and the penalization/suspension of the Main Referee if his non-appearance is caused by his own negligence.
Clause 15. If both sides agree on a Main Referee then that person shall be deemed a fully authorized official with all the powers of an IFFL 's registered Main Referee and the IFFL's Rules about discipline, arguing with him and disputing his decisions, etc. will apply.
Article 9 - Registration of Players
Clause 16. The IFFL Administration
will issue to all team's members a plasticized ID Card bearing the seal
of IFFL, that displays:
Players who are not provided
with this card cannot play in the IFFL. If a Manager cheats by using an
unregistered player, his management's members (3 managers per team) will
be seriously penalized, and expelled from IFFL. Addendum: Team's managements are allowed to use non-holders of ID Card, provided that they give notice of the said players (data as mentioned above) at least two days in advance to the IFFL Administration through e-mail or fax, and that their full name are added in the Match Sheet. The said players, who should not be playing in the same league for another team, would be automatically registered in the requesting team and an ID card will be issued to them for the next official IFFL event.
Clause 18. Teams can register unlimited number of players, but a reasonable number per season would be 25 players. Registration by the team's management will be made by e-mail to the IFFL Administration while sending all data of teams, managers and players as requested by the IFFL Administration. The ID Card will be delivered following the settlement of its cost to the IFFL Administration.
Clause 19. The set of plasticized players' ID Cards must be kept by the teams' manager or captain (or any other representative if the latter ones are absent) and must be submitted to the Main Referee or IFFL's Supervisor 30 minutes before kick-off for control. A player with no ID Card cannot play. However, in case of loss of ID Card, a new card will be issued based on the data submitted by the team's management and the cost of the card must be settled again. Addendum: Only team's managers/captains are entitled to consult the said ID Card set of their opponent, under the presence of the IFFL Main Referee/Supervisor.
Article 10 - Transfer of Players
Clause 20. Transfer of players from one team to another in the same league and same division is prohibited during the Championship. Except for special cases, a transfer (or loan) can be allowed provided that the reasons offered by the requesting player/club to the IFFL Administration are valid, based on the consent of both teams' managements involved. Players cannot be transferred from one team to their opponents' side at a game.
Clause 21. Transfer of player(s) from one team to another before a season starts must be requested by the team's management and player(s) involved, through e-mail to be sent to the IFFL Administration. A new ID Card will be issued at a cost once the transfer has been approved. Addendum: Teams may be allowed to "loan" players within the same league. Any agreement of "loan" must be given notice to the IFFL Administration, be approved and will be forwarded to the managers of teams in the same league.
Article 11 - Authorization for Players to play in other Leagues or Division
Clause 22. Any player is allowed to play in different division (for instance, a player of a team in 2nd Division can play in the 1st or 3rd Division). Players cannot play for two different teams in the same division. The IFFL Administration allows a free movement of players in Season 2008 provided that the above-mentioned measure are respected.
Clause 23. The sole responsibility for checking whether or not a player is properly registered or eligible to play in the IFFL rests with the individual team's management. Any team listing a person not eligible or properly registered to play on their Team Sheet will be penalized according to the Table of Fines and Penalties Season 2008.
Article 12 - Display of Team's Member List
Clause 24. Team's member lists are displayed in the IFFL Web Site for all divisions and leagues. Team's managements are responsible to keep their member's list updated when required during the whole championship. Addendum: The team's members list as displayed in the web site must correspond exactly to the ID Card set issued by the IFFL Administration.
Article 13 - Non-Registration of Students and Ladies
Clause 25. In principle, students belonging to high schools and ladies cannot participate in IFFL's 11x11 soccer championship. Only in certain events (5x5 soccer, charity tourneys, friendly matches, etc.) a special authorization can be given on request. Ladies can participate as referees (main directors as well as assistant-referees, if qualified). However, high-school (boys) players may be allowed to play at the discretion of the IFFL Administration and following a written consent by the parents. It would be appropriate that they are accompanied by one of the parents when playing official matches in IFFL. The IFFL Administration and its Sponsors shall not be held responsible for any injury they may suffer due to their voluntary participation in the IFFL's events.
Article 14 - Refereeing Matters
Clause
26.
The appointment of referees and ARs falls under the responsibility of the IFFL's
Administration.
Clause
27.
Players in reserve will
stand at least 1,50 m from the side-line of the pitch, without wearing
the shirt used for the match by both teams. They may remove their shirt
during clement weather when standing close to the side-line.
Clause 28. Each time the IFFL Administration
organizes two consecutive matches, the ARs for the 1st match will be provided by
the teams that play in the 2nd match, while the teams playing in the 2nd match
will be assisted by the ARs from the 1st match.
Article 16 - Uniforms and Counterchecking Team's Uniforms before a Match
Clause 31. The set of shirts (two sets of different color shall be brought by the Manager or Captain at each match, or transparent bibs of different color that can show the numbers of each player, if the team possesses only one set of uniforms). The players shall be responsible of their socks, leg protectors, and pant. Players shall not bring away the shirts but must give them back to their Management after a match, if possible attached to the pants and shirts. The managers shall keep them with him, and shall have them washed for the next official match. The available set must be of at least 15~17 shirts for each club. It is the responsibility of the Ground Owner (first named team on each fixture's line in SCHEDULE) to ensure that there is no similarity of colors between the teams and the Guest must change shirts if the colors are similar. However, the Rules of the Game impose the obligation for both opponents to bring two (2) sets of uniforms at each official/friendly match.
Clause 32. Both competing teams must countercheck their shirt-color by contacting among them through e-mail or verifying in the TEAMS' MEMBER LIST included in the IFFL Welcome Page.
Clause 33. Teams are requested to be dressed correctly, each player with his respective numbering on the shirt. A player without numbering identification or dressed differently from his team-mates will not be allowed in the match. Teams defaulting with the normal code of dress shall be fined according to the Table of Fines and Penalties.
Article 17 - Suspended or Banned Players
Clause 34. Anyone currently suspended or banned by the IFFL Administration and Judicial Committee shall not be permitted to play in the IFFL. His ID Card must be returned to the IFFL Administration if the suspension lasts 3 months or more.
Clause 35. Suspended player(s) will not participate in the match. The use of suspended (or non-authorized) player(s) in IFFL will result in the immediate expulsion of the concerned team from the championship. Suspended player(s) can appear in the premises of the ground, but still remain under disciplinary restrictions. In case of any intervention by suspended player(s) during the match for which he (they) is (are) suspended, he (they) will be placed under renewed judgment by the IFFL Disciplinary Committee. A team that falsifies an ID Card will be expelled at once from the association, following deliberation by the IFFL Administration and Judicial Committee.
Article 18 - Safety of Players
Clause 36. All players must wear shin pads. The Main Referee must check that all players wear shin pads.
Clause 37. Referees must not allow players to play if they are not wearing shin guards.
Clause 38. Players will not be allowed to continue to play with visibly bleeding wounds. They will be allowed if the wounds have been closed medically and according the sole evaluation of the Main Referee.
Clause 39. All team's management must bring along a fully-equipped Medical Box for First-Aid. The IFFL Administration is not entrusted with this provision.
Clause 40. All players must be provided with an insurance against sports injuries. The IFFL Administration and its Sponsors take no responsibility for injury (or fatality) that may occurs before, during and after each official event. It is absolutely important for the Team's Managements to get themselves informed about the emergency contact through phone (ambulance, hospital, clinic, etc.). Players who have a history of heart problem or any other health problem that can cause a danger to themselves while playing in IFFL must not be authorized by their team's management who shall remain the sole responsible for decision to allow the said players playing in IFFL.
Article 19 - Number of Players allowed in each Match and Substitution of Players during Matches
Clause 41. A total of 20 players can be used in each match, according to the "free-change" system ("go-in, go-out, go-in"). Substitution of players will be allowed at the request made by the Coach or Captain, not during an action but in occasion of throw-ins, corner-kicks, goal-kicks, and whenever allowed by the Main Referee. The batch of player being substituted must be limited to two (2) players at a time. The player(s) that substitutes will wait until the player(s) to be substituted has (have) gone beyond the side-line. All substitutions must be made from the side where teams enter initially the pitch, that is from the side of the Coach/Manager area, at the central line. The entering player(s) must wait that the exiting player(s) had first crossed the side-line before entering the pitch, under the supervision of the AR.
Clause 42. The Main Referee
will blow the whistle once to interrupt temporarily the match. The
change is made, then the Main Referee will blow the whistle another time
to proceed with the match. IFFL's official matches will not consider
"time loss".
Clause 43. Each team must fill out their own Team Sheet and hand it together with the Folder of players' ID Cards to the Main Referee before the start of the game. Referees have been instructed not to start a game until after they have been given both Team Sheets. Teams' members must be all present at the pitch one hour in advance with respect to the kick-off time. Addendum: Each compulsory Match Sheet bearing team's management report and signed by the team's manager/captain constitutes with regard to the Japanese authorities and laws a legal documentation for any case of claim. It is requested that it be filled properly and with accuracy.
Clause 44. After the game both teams must get back their Folder of players' ID Cards from the Main Referee and both teams must make sure that the Main Referee has correctly filled in details of Red and Yellow Cards given to both teams on both team sheets. If the Main Referee has not fully filled out both team sheets then each team's manager/captain must fully fill out his own team sheet. Teams must also provide brief reports on every red card received during the game, written on the team sheet to be sent signed through fax to the IFFL Administration. The Team Sheet must be delivered to the Main Referee who will send it through fax to the IFFL Administration.
Clause 45. Within one (1) day of the game both teams
will fax their completed team sheets with comments, if any, about the
game, to the IFFL Administration at 3453-2677. A report must be sent
even if the game was postponed (which may be done by e-mail, without
including the team sheet) or abandoned. Failure to send in the completed
team sheet or failure to provide explanations of all red cards will
result in a 2,000 yen fine to be settled in the following match in which
the defaulting team is involved. Further disciplinary measure will be taken against any team
providing misleading or inaccurate red card reports.
Article 21 - Discipline Provisions
Clause 47. A player who receives a red card or two yellow cards during one game will be suspended in the following league's match. The team of a player receiving one yellow card followed by a red card in the same game will be fined 2,000 yen to be settled in the following league's match . The player will be suspended for 1 match, which will be the one immediately following the offence. Teams can appeal against their player being given a red card but they must automatically pay the 2,000 yen fine first plus an additional 2,000 yen fee for the appeal. Appealing players are not deemed suspended but if the appeal is not won by them, then they will have to serve their suspension in the next game after the decision is announced.
Clause 48. "Three yellow cards" accumulated by one player will cause his suspension in the league's match immediately following the offence. Teams must keep their own record of their players' disciplinary offences and they must automatically suspend their own player and pay the fine(s), if any. Red cards and yellow cards, or any other disciplinary measures are displayed in the page corresponding to the respective leagues. Teams' managements and players cannot appeal against the "Three yellow card" rule. Individual players accumulating two WARNINGS as shown in the Judicial Committee Page will be investigated, warned and further disciplinary action may be taken against them.
Clause 49. Individuals or teams reported by the referee for fighting may be required to appear for a hearing before the Disciplinary Committee. Fines will be of 6,000 yen for individuals or 12,000 yen for incidents involving several players ("mêlé"). Offenders will be suspended for 3 games minimum reaching the whole season. Serious or prolonged fighting which is not controlled by team's management will result in expulsion of the team from the league.
Clause 50. Severe verbal abuse of the IFFL Officials, Inspectors, Main Referees or ARs before, during or after the game will incur an automatic two (2) game suspension plus the submission of written apology to the IFFL Administration and offended party. Any physical assault on the referee will result in suspension for 3 years to life. Should a physical injury or damage of property occur, the offending player or person involved may be targeted for a civil legal procedure by the IFFL Administration. Supporters and fans of a club who accompany their team in official/friendly matches are accountable at the same level as for their players and managers in case of incidents. In that case, their management will be responsible and be subject to a disciplinary judgment by the IFFL Administration and/or IFFL Judicial Committee. The person(s) implicated in a disciplinary matter may be requested to appear at a hearing in the office of the IFFL Administration accompanied by his legal representative or Main Manager. A refusal for appearance at the hearing shall fall on the account of the team's management.
Clause 51. The IFFL Administration
shall be entitled to set the levels of punishment
for any player or team for any breaches of the Rules of the Game. This includes the
suspension or banning of players and also the suspension of teams.
Article 22 - Disputes with Main Referees, Assistants-Referees and IFFL Officials
Clause 54. The decisions of the Main Referee and match officials during the game are final and it shall be prohibited to dispute their decisions during the game. Verbal dissent shall be deemed a serious breach of discipline.
Clause 55. For any claim by teams against the decisions by the Main Referee and IFFL officials, the manager or captain must send ONLY Through fax a signed report to the IFFL Administration within one (1) day of the official/friendly match. Supporting evidence from the other team as well as evidence from neutral third parties having witnessed the incident shall be attached to the report. All claim must be limited to a number of 100 words and must be written in English. Any claim sent through e-mail to the IFFL Administration will be destroyed sistematically with notice given to the sender, since transactions among teams and through the IFFL Administration are only provided for scheduling of events.
Clause 56. The team's captain or manager shall be accountable to ensure that no player from his team, including supporters, argues with the match officials or shows dissent at their decisions. In case of dissent he must take quick action to stop the dissent. The team's management officials are also expected to take quick action to stop their players and supporters from showing dissent at the decisions of match officials. The main manager shall not allow any dissenting player(s) or member(s) of his club to use of the e-mail account, phone number or address of IFFL officials, referees, sponsors, or volunteers. The violation of the provisions of Clause 56 will take the Main Manager of club into account, with resulting penalty or disciplinary measure.
Clause 57. The team's management officials shall be accountable for making sure that their players comply with the rules of the game and shall take quick and effective measures to stop any players involved in violent conduct or verbal abuse against the Main Referee, Assistants-Referees or IFFL Officials.
Clause 58. In case of trouble during a friendly or official match, the teams' members must not attempt to influence the Main Referee or ARs. Any offending teams shall be deemed to have committed a serious breach of the IFFL Rules and may be suspended from the league.
Article 23 - Fighting or Serious Misconduct
Clause 59. If for any reason fighting or serious misconduct occurs between players, supporters or officials before, during or after the game both teams' managers or captain must send a report through fax or e-mail a report to the IFFL Administration within 1 day of the game, with all details and causes of the troubles. Addendum: Each case of fighting should be reported by team's managers in the Match Sheet's report column, which becomes a sports legal document. Fighting cases will be penalized, players/official involved will be disciplined by the IFFL Disciplinary Committee and IFFL Administration, and a Fine will be imposed to the defaulting parties.
Article 24 - IFFL Judicial Committee and Disciplinary Inquiry
Clause 60. The IFFL Administration and its staff are entitled to the operations of IFFL as for any matters related to the management and discipline decisions. The IFFL Judicial Committee is composed of minimum 3 and maximum of 4 persons selected by the IFFL Chairman for each case of discipline. A collegial decision shall be issued as disciplinary measure based on the proposal by the IFFL Administration and shall be implemented and monitored by the IFFL Administration.
Clause 61. If the Judicial Committee decides that verbal/written evidence is required, neutral witnesses of troubles may be requested to give such evidence.
Clause 62. Any person involved in trouble, manager, captain, player or team's official required to attend a Disciplinary Hearing shall attend a hearing at the request by the IFFL Administration. The date and location of such hearing shall be decided by the IFFL Administration.
Article 25 - Disciplinary Measures
Clause 63. The IFFL Administration shall be entitled based on the result of disciplinary procedure made either by the IFFL Judicial Committee or by the same IFFL Administration to enforce the punishment. All team's management shall do their utmost to enforce the disciplinary measure on the offending party, be it an individual or a group of individuals.
Article 26 - Appeals
Clause 64. An appeal against any disciplinary decision must be made in writing, signed, and sent through fax to the IFFL Administration within 4 days from the moment the team's captain or manager, or player has been made aware of the decision. A fee required for the appeal shall be paid in advance into the Bank Account and the appeal procedure shall start from the moment of acknowledgement of the said payment by the IFFL Administration.
Clause 65. An appeal against the decision of the IFFL Disciplinary Committee shall be made to the IFFL Administration in writing, signed, and sent through fax, not later than 4 days after notification of the decision by the Disciplinary Committee. Beyond this period of time, any appeal shall be rejected, and the party causing the appeal shall accept the decision already issued by the IFFL Disciplinary Committee.
Article 27 - Financial Contributions and Registration Fees from Teams' Managements and Players
Clause 66. The cost for each team for the whole season shall be 30,000 yen for non-IFFL Chusen Pool members) and 40,000 yen for IFFL Chusen Pool members. All team's managers shall deposit money before the start of the season as mentioned by the IFFL Administration through notice by e-mail. Teams that fail to pay their fee at the specified date shall be refused for registering in the new season. In Season 2008 all players participating in the league and tournament shall be provided with an ID Card as mentioned in Article 9 - Registration of Players, herein-above. The cost of each ID Card shall be borne by the players (1000 yen/card) and the total amount required by a team to pay the cost of the Player's ID Cards shall be settled before starting the championship. Teams are allowed unlimited number of registrations from January till End of December. For each new registration, the Team's Management must contact the IFFL Administration in order to give the whole details of new players through data by e-mail according to the format requested by the IFFL Administration. Any payment of any amount made within the framework of yearly registration shall not be refunded by the IFFL Administration should a team withdraw unexpectedly following their registration.
Article 28 - Communications Rules Through E-mail
Clause 67. Any transactions for official matches with the opponent are processed by the IFFL Administration from Season 2008. Due to recent abuses of e-mail list (property of IFFL) and fraud made out of it, due to claims made last season for inappropriate use of e-mail accounts by participants, the IFFL Administration will operate as the sole interface among participants. Therefore e-mail lists are no more disclosed to participants. Only before an official match is taken place, the IFFL Administration will give indication of team's managers and referees for their emergency communications among them. The IFFL Administration will forward all messages in Bcc: mode.
Article 29 - Prevailing Language
Clause 68. These rules are published in the English language with a Japanese translation that will follow later on. Translations into Japanese are made partially for most important articles and clauses, but the English text shall prevail. In case of differences, the IFFL Administration shall have the right to interpret the meaning of rules and to amend them during the season in order to manage the season in the most efficient manner according to the opinion of the same IFFL Administration. The IFFL Yearly Meeting in November provides a base for the development of new rules and innovative matters, but the IFFL Administration reserves for itself the right to apply, modify or implement them.
Article 30 - Yearly Meeting/Party with the Sponsors
Clause 69. The Yearly Meeting/Party with the Sponsors allows an interaction with all the members participating in the new season. Managers are invited to join the Yearly Meeting during which certain matters regarding the previous season will be discussed briefly with the IFFL Administration. An agenda of discussion is prepared on subjects to be discussed. A Party with the Sponsors follows the Meeting. The number of participants shall be determined at the discretion of the IFFL Administration.
Article 31 - Awarding (in February/March)
Clause 70. Recipients of awards must send one representative (at least) to the Yearly Awarding Ceremony in February/March at the location determined by the IFFL Administration. In case of non-attendance, the delivery of hardware(s) shall be refused. Any claim will be rejected.
Article 32 - Relationship with the
IFFL's Sponsors
Clause
71. It is prohibited to players,
team's management or any other persons related to a club
to approach the IFFL's
Sponsors for any matters related to technical claims, disciplinary measures,
etc. Teams found breaching this rule will be immediately expelled from the
IFFL without appeal. Teams shall not claim against IFFL or its
Sponsors for any serious damage to property or to individuals that may occur
before, during and after any events/matches organized by IFFL.
Article 33 - Team's Denominations
Clause
72. The IFFL Administration
does not allow participants to use names that belong to
Embassies, National or International Governmental
Institutions, Religious Organizations or Associations, or
Churches. Only the use of Corporate Names is allowed.
National flags and International/National Football Federation badges
cannot be worn on uniforms.
Addendum:
Team's denomination on uniforms or badges cannot include names of countries,
religious or military organizations (example: "Japan FC",
"France FC", or "China FC" is not allowed). However, adjectives are permissible.
"Japanese FC" is accepted). Denominations using
company's name are allowed, provided that an
authorization is given by the Company Administration.
Any denomination that may be offensive or may not be
deemed appropriate to the sole judgment of the IFFL
Administration shall be refused. In a few words,
denominations of teams must be approved by the IFFL
Administration for registration.
Article 34 - Team's Withdrawal
from the IFFL
Clause
73. A team withdrawing from
the championship on their own or for a decision by the IFFL Administration will have all their remaining matches forfeited (3-0 and -1pt bonus for each match
forfeited) and the final ranking of the league will be
based on such results.
A team which
forfeits three (3) matches will be automatically
expelled from the IFFL.
